Spanish Translation

As a nonprofit bike registry bikeindex could potentially be more accessible to a large number of individuals if a Spanish translation were available.

First thought: do we know anyone who can spot check the translations in Spanish?

We've had a few people express interest over the years. I think we can worry about that once the translation is live @eld120 !

We still haven't fully finished Norwegian (#2492 / #2495) either, because of https://github.com/bikeindex/bike_index/pull/2495/files#diff-a7b78cba599e6da830a0017abcdb6ef20f397671672bcc7a47c1aecec11485abR18 - since the translations hadn't shipped yet (and were deleted once because of my stupidity), I wanted to add it without potentially breaking things.

Which is the same flow that Spanish should follow.

But you should submit a PR to enable nb on the frontend separately!

I did notice that we pulled nb from the front end last weekend but have been working on another project all week, I have some time to work on this a bit more tomorrow.
