What happened?

I was in the rear tram car going to front tram car as Kevin, I'd just completed the puzzle, I'd been spoken to by Mark, Jill RE1 was laying down and Jill RE3 entered as Carlos, inside the tram the cutscene played with Marvin RE2 saying some lines from when you first meet him in the RPD although he wasn't visibly present, there was also Helena and Ashley, when it got to the part where Carlos says to Jill "put this on" nothing happened and the only one still in there was Helena, I waited around 15 minutes but nothing more happened and I couldn't exit the scene.
