link flapping may cause systemd-networkd to not apply static routes and get in a failed state #130

When a link goes up and immediately goes down, and systemd-networkd has a .network file to configure a static route, the link may go in systemd-networkd in a failure state:

Oct 12 05:24:18 accton-as4610-54 systemd-networkd[1178]: bond2: Gained carrier
Oct 12 05:24:18 accton-as4610-54 systemd-networkd[1178]: bond2: Could not set route: Nexthop has invalid gateway. Network is unreachable
Oct 12 05:24:18 accton-as4610-54 systemd-networkd[1178]: bond2: Failed
