There is no command line interface for controller Flow

Describe the solution you'd like
Expand the CLI outside of workers to be able to easily use the Management APIs locally such as importing from YAML or JSON.

Describe the benefits or justification for this request
This will enable adoption by developers in that workflows could be in source control.

Additional context
As we adopt Tekton under the covers, we can potentially use the tkn CLI
