Is your request related to a problem? Please describe.
Boomerang Flow currently only has an Admin and a User. With User scoped to a team.

Describe the solution you'd like
Additional team based roles:

Viewer: Can view only. No execution capability. No workflow edit. Might be limited to viewing workflow executions and insights
Operator: More advanced configuration capabilities

Describe the benefits or justification for this request
Greater control and flexibility of abilities within a team.
