특정 기기에서 위치 권한을 묻지 않는 문제가 발생했음.

원인
비동기 함수(fetchCurrentDistrict) 안에서 위치 권한을 요청함
권한을 요청하는 requestWhenInUseAuthorization() 함수도 비동기로 작동을 해서 ViewModel에서 query를 할때 처리 속도에 따라서 권한 요청 전에 fetchCurrentDistrict가 종료되 query를 실행하지 못함
