Show a shorter message in bowtie smoke when a harness fails every single test

We can show a shorter / more accurate message if a test harness fails literally everything in bowtie smoke. Whereas failing one dialect or one portion of a test is potentially due to a harness bug, failing all tests is often the harness being completely broken and/or a system configuration problem on the host, so it's helpful to call out that this has happened.

Particularly if all tests error (rather than fail) this is helpful to point out.
