wikification using manual annotation

With @michael-regan 's annotation (privately shared ), we'd like to try different wikification strategy.

Also, this is some what related to brandeis-llc/dtriac-private#2. Also you might want to re-use Michael's code for parsing wikidump xml files available via #4 .

Incorporated wiki data based on Michael's annotations into the existing entries on the dtriac-19d Kibana page. For the articles that were annotated, they now have additional fields 'wiki_articles', 'wiki_topics', and 'wiki_text'. They are already indexed in Elastic Search

Any idea to proceed from here to tag other documents (not annotated by Michael) using the annotation?
