Active search for Saved Queries makes right-click "New" actions feel no-op #3153

Repro is with Zui f6f28ac.

A user reported in a community Slack thread:

In the queries tab, if I type in a filter, then create a new folder - you don't see any feedback for naming the new folder

I asked them to jump on a Zoom so I could see the effect through their eyes, and the attached video captures what they showed me. In essence, if there's text entered into the Search queries... box at the bottom of the Queries tab, the right-click options like New Query and New Folder can still be used, but the user isn't shown any visual indication that these have been created, giving the impression it was a no-op. Once the Search queries... box has been cleared, the empty Query/Folder entry appears.

By the time the user was showing it to me on Zoom, they understood what was happening and admitted it might not fit the classic definition of a "bug". But the fact that it tripped them up in the first place and led them to report it does indicate there may be some UX improvement that might be worthwhile here.

To contribute one idea of my own, perhaps the easiest thing to do would be to still show the right-click options even when there's an active Search queries... filter, but gray them out. The user might then connect the dots on their own and recognize that it'll become active once they clear the filter. Other than that approach, the only other idea I can think of would be to pop up some notification elsewhere in the app (e.g., similar to the "Successfully loaded" notifications) indicating the empty query/folder now exists even though it's not visible due to the filter, but this feels heavyweight for what's arguably a corner case.
