[Feature Request] List protovalidate on the Bazel Central Registry

Feature description:
I'd like protovalidate to be listed in the BCR.

Problem it solves or use case:
This would make the library easier to use with Bazel 8+.

Proposed implementation or solution:
Adding modules to the BCR looks pretty straightforward. https://github.com/bazelbuild/bazel-central-registry/blob/main/docs/README.md

Contribution:
I would do this myself, but there are steps that need to be taken by the owner of the project.

If you are the project owner, you can set up the Publish to BCR Github App for your repository to automatically send a PR to the BCR when cutting a new release.
