[Carousel]: Transition animation on mobile

The problem

Reference: main issue #11343, window fix #11392

On mobile, if the user swipes to advance the carousel the carousel (instead of using the buttons) there is not animation or transition that highlights the change. Instead, the current card appears to change content.

The solution

We should enable the carousel to animate between views the same way whether the user uses the carousel control buttons or swipe gesture.

Note the first interaction is using the buttons which causes the transition animations to run, but when swiping there is no transition animation between cards.
