[Platforms] create spec for Tenant switching #468

We need a solution for tenant and environment switching in the platform

Requirements:

dual level (parent/child) relationship
- parent: account level
- child: environment level
  - children may not be the same per parent
User should know which account&environment they are in
Likely less than 10 accounts and/or environments
