[Feature Request]: Toolbar WC

The problem

In @carbon/ibm-products (React), we currently have an experimental version of the Toolbar component available. Like the empty state, there has been some discussion on whether this belongs in Products or Core, but we’d like to unblock teams that are looking for the web component version of the toolbar components by creating an initial version of it in @carbon/labs.

The solution

Provide a web component version of the toolbar components from @carbon/ibm-products.

Examples

• Text toolbar pattern from Carbon Design System
• Toolbar component from IBM Products (uses Toolbar, ToolbarButton, and ToolbarGroup).
