This is now almost entirely moved ( cardano-scaling/hydra-explorer#5 )

The build is working, the tests are running; the remaining items are around deployment.

Presently, the hydra-explorer is deployed via a Docker image. We could keep doing that, and/or deploy it as a full NixOS system.
