Questions about the zfp catalog entry

Documentation links to a specific version in ReadTheDocs. Can we link to the generic https://zfp.readthedocs.io instead?

Modified description to remove repetition of product name, move "random access" before "read and write".

Suggestion: long_description and target_audience could be refactored to (a) more clearly describe the package and (b) more clearly explain who should be interested in using it. Specifically, everything after the first sentence of target_audience might be more appropriate in long_description (with appropriate adjustments to the text.
