To declare a suggestion to address an issue.
Positions sit within Issues.
To link Memberships to Positions.
To discuss a Support for a Position.
To declare something that will be done to remedy an issue in accordance with a position.
Actions sit with in Positions.
Actions should not conflict with Principles
Can be associated with a Profile and or Group.
