Description

Upgrade the classifier service

Work involved

Evaluate alternatives Deploy classifier in kubeflow to benchmark the API #612
Upgrade Flask and dependencies or implement the alternative
Evaluate and introduce metrics for prometheus
Add monitoring and alerts in case there is an increase in error rate
Add Sentry

Acceptance criteria

The service should work as a drop in solution for reference extraction
Should have sentry and proper alert mechanism
Upgraded Flask and dependencies or a new implementation
