monitoring: implement alerts for celery task failures in record indexer

Description

Set up an alert system for important Celery tasks that notifies us in case of failures. The alerts should contain relevant details and be posted to the inspire-prod-tasks topic on Zulip. This feature should only be enabled in the production environment.

Work involved

• Send alert for failures including the Task name, Affected record(s) and Error message

Acceptance criteria

• Inspire-prod channel in zulip should receive the alerts when there is a failure
