Make sortable tables in Wagtail

In the Design Manual, we've already specified how we'd like to have sortable tables appear and behave, but it's currently not possible to create sortable tables in Wagtail. @Scotchester thinks he can make this happen. We'd like to use this for the update of the adult financial education page. I imagine there are other pages that this will be useful for as well.

This is more an issue of a missing feature in Wagtail than a question about our design patterns, so I'd suggest reopening on [GHE]/CFGOV/platform

Discussed during the UX-biweekly. Since this has already been added to the Design Manual, the team feels it will go ahead and do this. And, people seem happy to have Wagtail aligned with the Design Manual. (Platform is busy making sure CF and is aligned with Wagtail, but there's no reason we can't get go ahead and do it.) Will need to update the Design Manual/Wagtail documentation after this change gets made.
