关闭自启动，win11代理服务器还是会开机自动打开 #844

我在0.8.71版本，把自启动和静默启动都关了的情况下，每次开机还是会自动打开win11的系统代理，尽管我后台没有开clash,导致我每次都无法使用浏览器。

这应该是所有代理工具都会出现的情况，V2RAYN 等也会出现，程序异常中断，没有清除系统代理的配置，导致情况出现，应该不是代码软件层面的问题

一般情况，开机的时候重新运行一下代理软件，或者关电脑的时候先关闭代理软件都能解决
