In the effort to get more talks, it would be good to direct potential presenters to a page about presenting.

If this is the person's first time to the site, it seems a little "pressure" to login and fill out the talk proposal form first thing.
How about a landing page:
"What is ChiPy, what are appropriate talks, why you should give a talk, please talk!"
I'm guessing a menu under "present" like "about presenting" and "submit a talk proposals"

I like the idea of having a landing page that doesn't immediately prompt someone to login. Maybe we can reuse some of the text from the talk proposal form as content?
