Enhancement: Align CSR completed on time measure with 311 and across TPW

Had discussion with SMD about the CSR completed on time and there were conversations about how we are not including open, late CSRs towards the CSRs completed on time. We want to ensure that the entire department is aligned with the way we calculate percent completed on time, but there are issues with not including open, late CSRs in this measure.

Kati asked if we could consider the following:

Could we have overdue CSRs counted towards the total closed CSR number and the closed late CSR number? Would give a bit more of an accurate view if there are overdue things still open. Would definitely take a bit more configuration though

I would like to discuss this during the Data Science syncs and discuss this with OPM/311 to figure out how to calculate this across 311 and TPW consistently.
