Currently we have a lot of unsafe tags for ASes that only sign routes however Liberty Global & Amazon both have partially safe tags, should these be migrated to unsafe?

I would propose to handle (partial) eyeball networks differently from cloud or transit providers, the threat model and incentives differ.

I think signing is definitely better than doing nothing but does it warrant partially safe? In the long term obviously the goal is for everyone to sign + filter but at the moment is signing on the same level as just filtering and not signing?

In my opinion it does not warrant partially safe for eyeball networks.

I can see why a cloud network would only be signing. For the other cases I think signing + filtering peers is needed for partially safe.
