why are prompt lines like "do not use tag xyz" not working

topic in question says it all. OpenAi was always taging the documents with one unwanted tag, so i thought, tell him to not do that.
But openai ignores this. Why?

Rules for the tags:
- FIRST check the document type:
a) Rental contracts NEVER contain the TAG advertising costs, additional costs, operating costs or deposit.
b) If it is an invoice or receipt: receipts ALWAYS receive the TAG invoice but never the TAG receipt.

... works for me.

Sometimes it helps to start with a positive command DO THIS NOT THAT.

my tests are, that openai is "listening" to the prompt and works quite good, on the other side ollama is more or less ignoring what i'm telling him.
