[FEATURE REQUEST] Possibility to set negative tag additional to the possitive one

paperless-ai offers the possibility to set tags to tell it, which documents it should work on.

the same would be great if we would have the option to set tags were it then doesn't work on.
So a white AND blacklist. At the moment we have only whitelisting.

I can use this for different reasons. combining both would give more options
