We don't want to have multiple <h1> headings on a page, so we have to push the headings down. See http://cmsimpleforum.com/viewtopic.php?f=16&t=10367.

Probably, we should use the structural HTML5 elements to make a reasonable outline, see http://cmsimpleforum.com/viewtopic.php?f=16&t=10367&start=10#p52712.
