Provide message translation file

Messages will be translated if they are provided as strings to the __() method, and the appropriate translation file is found. Values may be inserted into the strings at runtime using "%s". Any string for which a match is not found in the file will be displayed without being translated.

Developers should provide a file with all strings used as an aid to translators.
