Add support for Tesla Model 3/Y

Prerequisite of: commaai/opendbc#1263

  • user lateral override safety
  • double check bit parsing logic
  • we can send cancel longitudinal msgs if AEB is active and tesla_longitudinal = false, verify this is okay
  • safety to ensure longitudinal actuation is zero if tesla_longitudinal = false
  • no aeb messages even if stock long
