Requires (at least) #147 and #142, potentially #143 and #148

Once the initial recipe version bumper has been completed, we need to see if we can reliably calculate recipe dependency changes. If so, we need to post those to the target recipe file.

I expect a lot of iteration will need to happen for us to pull this off effectively.
