Authors of ontologies for CoRAL will need to manage packing tables, ideally for consumption by packed-by-referecne.
Practically, we'll need to provide some tooling for creating and evolving those tables, especially when the ontology changes. This may have similarities to how people maintain YANG modules and then use pyang (?) to stably assign SIDs.
