[Feature Request] Provide a tool API to set a maximum number of annotations

What feature or change would you like to see made?

I'm developing a tool that will allow users to create up to X annotations using the same tool.
When X is reached, users can only interact with the existing annotations and no new annotation can be added.

Why should we prioritize this feature?

This new API will help the creation of new tools like: SpineLabelingTool.

But what if the FOV does not cover all the spine, and you are just seeing lumbar

SpineLabelingTool is just an example that may benefit of that, i am working on a tool where i want the user to add/interact with max two annotations of the same type.

Weasis has an option to only draw once
