[Feature] Add about page rather than the latest description of landing page

Problem
The using way using of website does not clear for all users, and the design confused, it can be more better

Description
There is no "about page" as the description of the about is mentioned on the bottom of page!, That does not match good design and does not clear for all

Alternatives
Add About page with simple and clear design for this description and we can put the mission and anything like that, it is similar of what in the google engine [ How search work ] in the footer of google

Additional context
It is more clearer if any user want to know about website to find that in the ABOUT PAGE in the footer

The notice at the bottom of the page is important and directly relevant to the use of the CC Search Portal. It should remain regardless of whether an about page is created.

If we do decide on an about page, #73 should be reopened.
