Develop a new github app that implements these use cases:

As a sponsor (owner)
- Create a new multi-vote from an issue
- Set a deadline
- Specify eligible voters by group
- Edit options
- Open for voting
As a voter
- Vote on options
- Change votes
- Include a comment
As a player
- View the current state of the vote
- View the history of the vote
