Update to Rails 5.1 #101

Project is currently based on Rails 3.2, which is roughly 3 years old. I would like to update the app to Rails 5.1, the most recent release. According to this page, this will involve the following intermediate upgrades:

  • 3.2 -> 4.0
  • 4.0 -> 4.1
  • 4.1 -> 4.2
  • 4.2 -> 5.0

Difficult part of this is that we don't have a comprehensive test suite... I think it's important enough to risk manual testing though

Pushed upgrade to 4.0, branch issue-101

Currently in the process of updating to Rails 5. rubycas-client, which we use with CWRU SSO, is no longer maintained, so I am seeking alternatives.
