Add a Redis database to store the current data usage and configure the Redis service.
Create a DataUsageService using the Redis service.
getCurrentDataUsage function and the updateCurrentDataUsage function
integrate to DataAccessLimitHandler
integrate to AuditHandler to update CurrentDataUsage
