Based on the instructions this seems like something we should probably configure via overrides in our bundle since not everyone consuming the gitlab uds package will want to use it.

If I am not mistaken, we will need to setup an additional metadata database followed by some secrets/helm work if we go with a new install which looks less complicated than an upgrade where there are additional manual steps.
