Consider: Avoid duplicate appointment phone number headers in service accordions

User story

As a Veteran, I want to know which phone number to call for a service appointment.

Problem statement

Within some VAMC (and other products) service accordions, multiple service appointment headers may be listed. This may be confusing to Veterans.

Background

In #16652, Max started working on this solution, which has since been split off into this ticket. It is a bigger issue than mental health phone number, the scope of the original ticket. Max's work is saved into pull request va-16652-SAVED-avoid-duplicate-appt-headers pending consideration of this problem statement.
