User Story or Problem Statement

In #14845, the UX team created a updated Figma design for the Service Region Drupal interface. This includes things like help text and chracter counters that aren't in the current interface.

1. Service Region - capitalize R in region
2. Heading style - larger?
3. Service Region name - add helptext: Create a unique name for this Service Region. For example: “Houston Regional Loan Center.” This name is used for identifying the content in the CMS and will not be shown on VA.gov
4. Service Region name - capitalize R in region
