Description

MAY NOT NEED, PLEASE REVIEW

ArgoCD must have the VA RCAv2 certificate installed in order to traverse the TIC.
This is needed for Helm charts that live within GitHub

Acceptance Criteria

The VA RCAv2 certificate is installed on ArgoCD in v.Next clusters
