[Top Gear] Chooses lower quality accessories when suggesting better tool

Describe the bug
As an engineer, when my ilvl 590 multicrafting tool is not the better tool for the job, and it wants to equip my 564 resourcefulness tool, it also wants to switch my 590 head accessory to my 564 head accessory, which has the same type of stats, but less of them.

To Reproduce
Steps to reproduce the behavior:

1. add item to craft queue that doesn't use multicraft, like a toy
2. when you get the red x in the craft queue, right click it and choose "equip tools"

Expected behavior
Switch to my resourcefulness tool, but keep my higher stat accessories as well.

You will see in top left, my green head accessory is equipped, however in my bag at the bottom right, you will see I have a better blue head accessory it took off for the crafting of this toy.
