Add Lyman alpha focused version of minitest

We would like to be able to run our own runs of minitests, as a first step towards having full survey simulations for Lyman alpha.

We will start by running minitest with empty LRG and ELG fibers, and making sure that the Lya quasars are doing something equivalent to quickquasars (something that @moustakas has asked us to do for a while).

Julian Bautista (I can't find his github username) will be working on this, but we'll need help at some point from the usual suspects: @julienguy @kdawson1000 @sbailey @forero

+1 for this idea. Please implement it as a separate notebook that includes just the pieces you need (and not as another thing to do within the primary minitest notebook).
