Related to desihub/desispec#524: Add the ability to incrementally update a zbest file, re-running redshift fitting only on targets that have changed inputs. This requires comparing the FIBERMAP table in the zbest output to the FIBERMAP table in the input spectra file. Make this the default, with some option like --force or --clobber or --overwrite to force it to re-calculate all redshifts and write a completely new zbest file.
