User Story

As a contributor I want to eliminate the need for manual rebasing everytime my branch is behind, so that I can focus on the important tasks during a review process as well as other priorities.

With the devfile registry seeing more activity and the frequent konflux patching updates, it helps both reviewers and contributors to have automation in place to rebase fork branches when they fall behind, this reduces the times a review must request a contributor to rebase their branch when they fall behind.. which is frequent lately.

Acceptance Criteria

• Investigate rebase and triage bot tools available to use adopt, such as rebasebot
• Implement tool with action that triggers when PR branches fall behind
  • Reuse @team-devfile-bot account for credentials and author information

I did look into renovate rebasing as well, however their approach of creating a new commit with prior changes poses some challenges in how our review process works.
