We currently have three different policies what to do when a fund is spent. However, they are not implemented. The administration UI documentation suggests they work, so we should try to actually implement and enforce them.

Depending on the chosen Atmo evolution, this may or may not be important from the pov of PLGrid Atmo deployment.
