Do not generate doc files that would contain no docs. #31

Some modules may only have private members, or no documentation at all.

If there's nothing, not even a module summary, simply don't generate the file.

Will require a first pass to collect information about what goes where; so will many other planned enhancements.

Note: It may also be useful to have an option to generate docs for everything, including undocumented items.
