Convert https://github.com/cchrysostom/forward-payments into a useable module with configuration suitable for the Alexandria environment. Implementation in Go will probably have to wait because the authentication and authorization behavior, already implemented in the Javascript Blocktrail SDK, would have to be duplicated. See if the Javascript version works well enough.
