I think there is the possibility to address these kind of issues by implementing ownership logic in the ontology. The OCM has a "usage" field to deal with differentiation of usability by users, but, is such field sufficient?
I think differentiating physical access (i.e. the station being constrained inside a paid parking lot) and digital allowance (did the person suscribe to a service associated with the station) would be relevant in this case! We could use this issue to design a general use case.
