support .docatl.yaml under HOME directory for security and multiple hosts #23

so far .docatl.yaml is put under doc project folder, and normally it is under git repo, then it will be visible to others.

I want to keep it little bit more security, moving to $HOME is more security

After moving to $HOME, we need to have multiple projects support, maybe we can follow .netrc kind of format

host https://docat.company.io project xxx api-key blabla
host https://docat2.company.io project yyy api-key blabla
