Scrolling up causes problem when real page height is smaller than average page height #2

The viewer guesses at average height for pages. When pages load (especially above the current pages in the view port) the total PageSet height updates. In a variety of cases, when scrolling up through the doc, changes in PageSet height make the viewport jump crazily.
