Create a dockerfile for Windows VMR build

Various repos have complex sets of dependencies that need to be preinstalled on a build machine. Otherwise VMR build would fail.

With a standardized Windows docker image, with preinstalled dependencies, we would ensure that developers can be productive, ensure reproducibility and provide an overall seamless experience.
